In order to reduce the noise in the JDK21 CI, I'm ProblemListing:

java/util/concurrent/locks/Lock/OOMEInAQS.java

with ZGC and Generational ZGC again. So far we have 22
sightings on just X64 machines in jdk-21+25-2162-tier8, but
that Tier8 is not done and I don't want to deal with the
potential for aarch64 failures that might pop up later.
