[IR Framework] Add AlignVector to whitelist

      To catch bugs like this earlier JDK-8309660.

      Any hardware simulation flags should be whitelisted, just like JDK-8309183.

      Generally, this helps us be a bit more sure we are not breaking those platforms on which we do not test directly.
