Add support for linking libffi on Windows and Mac

    Description

      The current make/autoconf/lib-ffi.m4 script can only handle linux as underlying platform.

      We can add support for Windows and Mac as well. This would support testing the fallback linker on those platforms, as well as support building the zero VM configuration.
