Updating GitHub Actions to use pre-installed JDK 17 for building jtreg did not work out: https://bugs.openjdk.org/browse/JDK-8309934

Tests building jtreg with the current boot JDK, downloaded/cached/installed by a previous GHA workflow step are showing more stable results - the "Bad address" error did not occur (yet). Why that error occurs with pre-installed JDKs is still not understood.
