Windows TCP_FASTOPEN prototype is not working on Windows 11

      The NIO Server/SocketChannel prototype works on Macos and Linux but on Windows it only works on Windows 10. The server (listener) ServerSocketChannel works on Windows 11 but not the client side. This appears to be a Windows OS issue.
