Problem-list tests failing with jtreg 7.3

As can be seen here https://bugs.openjdk.org/browse/CODETOOLS-7903515 some standard enviroment variables are not set on Windows, for example: `windir`.

Therefore, the following tests are problem-listed until next version of jtreg is released and made default in main-line JDK.

- test/jdk/javax/swing/JFileChooser/FileSystemView/SystemIconTest.java
- test/jdk/sanity/client/SwingSet/src/FileChooserDemoTest.java
