Make {@Incubating} conventional

While it's not a requirement for a javadoc tag to start with a lowercase letter, it is good to follow conventions in the absence of contraindications. All other standard doclet and JDK-specific tags are camelCase and do not have non-letter (e.g. punctuation, such as . or -) symbols in their names.
