Update Zlib Data Compression Library to Version 1.3

      Description

        The Zlib Data Compression Library[1] has released Zlib 1.3 on August 18, 2023,

        The JDK is currently including Zlib 1.2.13 and we should upgrade to the current release.


        There are a small number of updates between 1.2.13 and 1.3 [2]. The release notes can be found here[3]
