In some cases on some systems tests from hotspot/jtreg/containers/docker and hotspot/jtreg/containers/cgroup contend for resources causing unwanted delays in test execution. Currently hotspot/jtreg/containers/docker already has exclusiveAccess property defined in TEST.properties. We should move it one directory up.
