        java/lang/instrument/PremainClass/InheritAgent1100.java
        java/lang/instrument/PremainClass/NoPremainAgent.java
        java/lang/instrument/PremainClass/NonPublicPremainAgent.java
        java/lang/instrument/PremainClass/ZeroArgPremainAgent.java

        ignores VM flags.

        They (not sure if all) use PremainClassTest.java to start java and although it add java options, but ignores test.vm.opts.

        Need to update
        ProcessBuilder pb = ProcessTools.createJavaProcessBuilder(
                        Utils.addTestJavaOpts(testArgs.split("\\s+")));
