Rendering artifact after JDK-8311983

      The fix for JDK-8311983 seems to be causing a regression.
      Steps to observe issue:
      - Run ensemble
      - Scroll slowly, observe that the chart image on ensemble launch page flickers.
      OR
      - Click on the radio button below image, the image vanishes, Image gets redrawn/flickers when scrolled

      Issue does not occur after reverting the fix for JDK-8311983
