The vector API is currently an incubating API. Therefore, the API is not in the base model and tier 1 tests have a soft goal of running within 10 seconds (see JDK-8296240). A number of the vector API tests in tier 1 take 30 seconds or over a minute to run.
These tier 1 vector API tests should be moved to tier 2, at least until the vector API is no longer incubating the tests are refactored to run more quickly.
