Update several runtime/cds tests to use vm flags or mark as flagless

The following tests use the ProcessTools.createLimitedTestJavaProcessBuilder() which doesn't pass the vm options to the java process. They need to be changed to use the ProcessTools.createTestJavaProcessBuilder() or mark as vm.flagless.
