The Doc Comment Spec and javadoc man page use the term "Standard Doclet" without clearly defining the term. In times past, it was capitalized as `Standard Doclet` but still without better defining the term.

We should clarify the term.

For example, we could improve the introductory sentences in the `StandardDoclet` class, and then link to that page from the first use of the term in the Doc Comment Spec and javadoc man page.
