com/sun/jdi/JdwpAllowTest.java does not performs negative testing with prefix length

JdwpAllowTest tests "allow" option of dt_socket transport
The test contains a error and does not test "not allowed to connect" cases for allow values with prefix length:
MaskTest class incorrectly calculates prefix lengths for positive and negative testing and for both lengths performs positive testing
