A DESCRIPTION OF THE PROBLEM :
Starting with https://docs.oracle.com/javase/9/tools/javadoc.htm the documenatation for the javadoc tools contains the following description of a command line option:
"-excludedocfilessubdir name
Excludes any doc files sub directories with the given name. Enables deep copying of doc-files directories. Subdirectories and all contents are recursively copied to the destination. For example, the directory doc-files/example/images and all of its contents are copied. There is also an option to exclude subdirectories. "
This seems to be a corrupted merge of two paragraphs which in https://docs.oracle.com/javase/8/docs/technotes/tools/windows/javadoc.html were still separate and sensible.
