5.4.2, 5.4.3: Clean up boilerplate in loading constraint rules

      Every time a loading constraint is asserted in JVMS, some boilerplate is used that essentially searches descriptors for class names. It would improve readability, and simplify any future enhancements to descriptors, if the notion of "mentioning" a class or interface were formally defined, and then rules imposing loading constraints could rely on this definition.
