Add CPU detection code for Ampere-B CPUs, and update default AArch64 options for Ampere CPUs

GCC has already had the changes to support Ampere-1B, https://gcc.gnu.org/pipermail/gcc-patches/2023-November/637622.html.

Plan to backport to 17 and 21 LTS once the MR gets approved to mainline.
