Currently, the `apiNote`, `implNote` and `implSpec` tags are implemented as JDK-specific user-defined tags.
This means they end up in the `<dl class="notes">` element. While that is reasonable for "short" uses, it is less obviously good/acceptable/correct for longer entries, such as entries containing definition lists and even headings.
For other separate reasons, we have considered standardizing those tags. Changing the generated form might be another reason to do so.
