Once the last javadoc warning tracked by JDK-8314590 is fixed, we should enable the "-Werror" option when running javadoc to fail the build on any warning. This will help keep our docs clean.
This should be done shortly after all of the warnings are fixed to minimize the chance of introducing new warnings.
