A DESCRIPTION OF THE PROBLEM :
JDK-8237631 added the ability to configure the local JMX port using com.sun.management.jmxremote.local.port to JDK 15+ (implemented in JDK-8234484). JDK-8263231 then back ported this change to JDK 8, however the change was not back ported to the intermediate LTS JDK 11.

Upgrading from JDK 8 to JDK 11 will cause a regression in the ability to specify the local JMX port to the JVM.
