Shenandoah: Refactor full gc in preparation for generational mode changes

      Make some small changes in shFullGC.cpp to prepare for generational mode PR:
      * Factor out phase5_epilogue method
      * Factor out template method to prepare for heap compaction with different closures
      * Run closure to prepare for mark in parallel
