Incorrect `@since` tags for ClassSignature methods

In commit 8319463, changes were made to the method signatures but this modification isn't reflected in the @since tags.
Additionally the @since of `java.lang.classfile.ClassFile.JAVA_23_VERSION` does not match the @since of it's enclosing interface
The @since tags need to be updated or added
