Description
The flag MetadataAllocationFailALotInterval is never used in Hotspot, although it is mentioned in the description of MetadataAllocationFailALot.
MetadataAllocationFailALot itself does not seem to be very useful either, only preventing metadata allocation retry in the VM operation. This seems to be too little purpose, so remove as well.
