A recent change (https://github.com/openjdk/shenandoah/pull/361) to reduce the frequency of old-generation fragmentation triggers inadvertently also disabled the old-has-grown trigger. Re-enable the old-has-grown trigger and add a jtreg test that confirms the old-has-grown trigger works.
