[lworld] Library and test updates to use --enable-preview instead of ValhallaFeatures

      Complete the change that enables Valhalla from +ValhallaFeatures to `--enable-preview` in library code and some tests.
      Also update AccessFlags to make the distinction needed by --enable-preview.
