Add some class loading related perf counters to measure VM startup

This RFE is to add some new class loading related perf counters to measure VM startup. The new counters will be active if the user specifies "-Xog:init" in the command line.

Update:
After reviews, the -Xlog:init has been changed to -Xlog:perf+class+link for this set of counters.
