since-checker - Fix remaining @ since tags in java.base

There remains a few elements in `java.base` module that need an explicit `@since` or need their `@since` value to be changed.

This issue will serve to fix them in one PR, since they can't be really grouped into categories like previous fixes (i.e they don't from from the same commit)
