Release Note: Deprecation of the `PreserveAllAnnotations` VM Option

      The VM option `PreserveAllAnnotations` is deprecated. Use of this option will produce a deprecation warning. The option will be obsoleted and then removed in future releases.
      This option was introduced to support testing of Java Annotation code and has always been disabled by default.
