[REDO] NMT: add/make a mandatory MEMFLAGS argument to family of os::reserve/commit/uncommit memory API

      Without MEMFLAGS arg, it is needed to call another NMT API to tell the type of the memory. When MEMFLAGS flag passed in as arg in reserve/commit/uncommit operations, NMT can avoid the extra search for setting the type of the memory.

      This is a redo bug since the original change got backed out with JDK-8331540
