Preview creates checkbox for JEP-less preview feature

      JDK-8329624 added methods that are annotated as preview features but do not belong to a preview JEP as they are meant to support other preview features.

      The Preview API page currently displays a checkbox with label "0" and a link to the JEP index for these methods (see attached screenshot). The proper way to handle these support preview features would be to not create a JEP checkbox and link.
