Warn in configure that make 4.4.1 is buggy when passing certain options

      I am seeing a weird failure where `make run-test` fails to select and execute any jtreg tests when I pass specific JAVA_OPTIONS to a test via JTREG. It looks like the presence of a 'q' in the value supplied for JAVA_OPTIONS is the culprit. If the JAVA_OPTIONS does not contain a 'q' the tests passes.

      I have only observed the failures when running hotspot tests in `runtime/cds/appcds`, either individual tests or the whole suite below that dir. The problem has occurred with a fastdebug build on both aarch64 and x86_64.
