Remove 2 (unpaired) RLO Unicode characters in ff_Adlm.xml

        I would like to backport to affected update releases this CLDR fix for
        "ff_Adlm.xml":

            https://github.com/unicode-org/cldr/pull/3606

        The backport would remove two illegal-in-CLDR RIGHT-TO-LEFT OVERRIDE Unicode characters from "make/data/cldr/common/main/ff_Adlm.xml"; these characters are also flagged by one of Red Hat's internal testing tools.

        This backport would comprise only two lines of this commit:

        in the "jdk" repository, which removed the two RLO Unicode characters from "ff_Adlm.xml". The CLDR update also removed from "ff_Adlm.xml" some "zone" and "metazone" elements; I would not backport those changes, or any changes to other files brought in by CLDR version 45.0, just the changes needed to resolve this bug.
