JCK_RETRY_COUNT appears to not work

      Description

        We have a job that started to use JCK_RETRY_COUNT=1 but when
        it is actually needed it fails as it generated a command line javatest can't use

         Error: Cannot find test URL: java.io.FileNotFoundException:<long path>/error
