This is a spin-off the ~~JDK-8331911~~, but for Shenandoah specifically. ~~JDK-8331911~~ would likely be more intrusive that initially anticipated, and we want something that fixes a customer case with Shenandoah quickly.

We can transplant the hunks for `ShenandoahBarrierSetNMethod::nmethod_entry_barrier` from ~~JDK-8331911~~ into a separate issue here.
