[lworld] map locationToFlags in j.l.r.AccessFlag is being added value classes related flags even if preview features are not enabled

      see for example entries for: Location.INNER_CLASS and Location.FIELD, for the first one IDENTITY is added and for the second one STRICT_FIELD is added without checking if preview features are enabled, Class::accessFlags could be simplified
