Mark tests in jdk_security_infra group as manual

      Description

        The test security/infra/java/security/cert/CertPathValidator/certification/CAInterop.java fails often for very different reasons.
        - Sporadic networking issues.
        - Issues on CA side - including shaky infrastructure.
        - No longer valid certificates.
        Currently it is part of the tier4 group of the JDK JTreg tests. This causes some noise in CIs that run tier4 on a daily schedule.
        My suggestion would be to exclude this test from the tier group - it already has its own group: jdk_security_infra .
