Deprecate no-arg constructor BasicSliderUI() for removal

      Description

        The no-arg constructor BasicSliderUI() was added under JDK-8250852 by mistake, it wasn't listed in the bug. The new constructor appears in CSR JDK-8251855 for that bug.

        This constructor should be deprecated for removal and removed in a later release.

        The bug was found during code review [1][2] for JDK-8332103.
