Reduce work done by ClassFileDumper by default

      The ClassFileDumper utility checks and supports classfile dumping, and is loaded in by default. Since classfile dumping is only done conditionally and for debug purposes we should avoid pre-allocating datastructures and pulling in dependencies before use.
