Reorganize and systematize Hotspot runtime stub generation code

      This is an umbrella JIRA which covers a suite of small incremental changes to the runtime code to systematize stub generation and use in the JVM. The rationale and discussion will be provided in comments. Subtask JIRAs will be created, resolved and closed as changes are agreed.
