BufferedMethodBuilder not initialized with static flag

    Description

      BufferedMethodBuilder should be initialized with the static flag provided by the ChainedClassBuilder method, and enforce the same checks to reject resetting the static flag as DirectMethodBuilder. It was probably missed in previous implementation updates.
