Bad HTML checker for generated documentation

      The test would be relatively simple and fast, we would run the tidy utility on the generated javadoc and give a failing test if it finds bad HTML.

      Anything reported by tidy would need to be fixed, assuming we are using a newer version of tidy (5.9.20+).
