A DESCRIPTION OF THE PROBLEM :
Packaging the JRE with an application is somewhat cumbersome but could be improved if less files are generated when a JRE is created with jlink. For example, some of the conf\* files could be moved to resources in JAR files within the classpath instead of separate files.
