During the review of JDK-8313931 some ideas came up on how to improve tooltips for type parameters:

 - Display a tooltip message also for type parameters of generic methods/constructors when no link is generated
 - In addition to the element name include the kind of element defining the type parameter, such as "interface", "class", "method" etc.
