On newer Windows systems, short path generation is generally turned off. This makes configure fail to handle paths with space, and unfortunately the default path for Visual Studio is with spaces.

Configure should be better at detecting this situation, address it if possible, and otherwise suggest concrete advice to the user on how to proceed properly.
