Remove unrequired MTLCommandBuffer handlers

      There are a few Handlers added to command buffer that can be removed.
      1. Scheduled Handler in Metal Context
      2. Completion Handler
      The two completion handlers in metal context can be combined into one and another in GlassLayer3D
