We should update the tests to use jtreg 7.5.1
The 7.5 release of jtreg is not backward compatible with 7.4.x regarding compilation control of source libraries, especially for the --enable-preview flag. That needs to be resolved first in https://bugs.openjdk.org/browse/CODETOOLS-7903882
Update: the problematic `LIBRARY.properties` part was removed from 7.5.1; thus it no longer blocks the release.
