Sometimes people clone JEP issues by mistake, for example to create a JEP for the next round of a preview or incubating feature. That creates a second JEP issue with the same JEP number as the first, which confuses many downstream systems. We can’t forbid such cloning. We can’t delete such issues. We can clear their JEP numbers, but that’s tedious. A simpler solution is just to convert such issues into subtasks of this issue.
