RenderPerf Test Application

      RenderPerf is a test application that measures JavaFX graphics rendering performance. It was initially integrated in the jfx-sandbox "metal" branch [0] via JDK-8307952, and subsequently improved.

      We should integrate this test into the mainline jfx repo.
