In JDK-8338190 we started using the browser ResizeObserver API in order to handle page size changes in javadoc-generated documentation. The callback is also invoked when the page is loaded, and this interrupts smooth scrolling on Chrome and Chromium-based browsers. As a consequence, anchor links do not scroll to the intended position in Chrome.
